This isn't necessarily true.
It errors out because the file isn't probably there, or has the wrong
permissions.
Check for the .pgp dir, if it's not there make it, and do a "touch pgp.cfg".

Then check if PGP works flawlessly. It should, in order for MV to work
correctly with it.
