Problm with non-cookie browser!

Dear list,

i have an external database and get items from there via fetching cgi
query string info. But if my client has no cookie, the basket is empty
(this is not a problem with SSL). Are there a way to check if the
useragent has cookie or not? What i mean is, are there mv-tag or perl
script or any way to get the information if useragent has accept cookie
or not?

Any help will be very appreciate.
