[include] tag does not work

Hello. I have tried all variations of [include file.html]
[include file="file.html"], etc etc etc, I can't get this
tag to work. I've seen other reports of the same problem
in the archives, but no solutions, other than some people
saying 'it works fine for me'. Has anyone here overcome this
problem?
I would like to present the user with one of two pages
when they go to checkout. I was going to use
[if something]
[include file1]
[else]
[include file2]
[/else]
[/if]
In the event that I can't get this to work, are there
any other options? Can I do a redirect somehow? (not META)
These are two completely different pages, and I really can't
use
[if something]
<B>HTML Content 1</B>
[else] .........
