Help w/ Shipping and Browse&Search page

I am almost complete with the store. But having problems with the
shipping.
Shipping determined by weight. Weight field is in db.
 Here is what I want .

1 - 2      $7.50
3 - 6      $9.00
7 - 12    $12.00
13 - 99  $18.00

I only want to ship ground ups.
I am confused with all the shipping options. Could someone help?

Also is there a way to have browse and search page return all items ,
but only display 10 in full item display , instead of 50?
Setting [ra=yes/dl=10] only returns 10 but no other results are shown.
