Checkout page "Place order" button returns you to the Checkout page

Every time I load FrontPage 98 files to my web site (files that are not
associated with Minivend), the Checkout Form no longer works. When you
select "Place Order" in checkout, it just returns you to the checkout form.
I know when it is going to do that when the "Send an email copy of my
receipt" Yes/No buttons are both blank.
The only way I've been able to correct the problem is to do a complete
makecat and replace all the files. Then FTP the corrected pages
(checkout.html, basket.html, report, shipping.asc, products.asc, index.html,
etc.) That's a lot of work to do every time I upload something with
FrontPage 98.
Any suggestions to correct this. Am I missing a Perl file somewhere?
