If it's a BSD system, or a SysV using POSIX chown rstrictions, only
root can chown away from the user running the command.  IOW a normal
user cannot 

$ chown minivend somefile

Even with older SysV chown,  setuid and setgid bits are cleared when
non-root users chown a file.
