Tax Exemption

I've setup a checkout. There is only tax charged if the person is in the
state of Virginia..

However, if they fill out the form for Tax Exemption I need minivend to
change the tax value to 0 instead of 4.5% tax.

I've gotten the checkout to return a value of $0.00 but in the total
calculation it still shows up in the math..

I've tinkered with all sorts of ideas like..

<INPUT TYPE=hidden NAME=tax_code VALUE="EXEMPT">
and I set the tax code in salestax.asc to 0 for that..

but it seems VA tax amount is still kicking in..

I've tried various Calculations and still nothing..

Anyone know how to override a state salestax in the [salestax] or set
[salestax] to a different value?
