We use Dreamweaver 2.0.  It's got a pane for WYSIWYG HTML editing which is
really good for beginning the layout and then it has a pane for editing the
code directly.  It doesn't mess with your tags although once you start
putting in MV tags the WYSIWYG gets pretty much unusable.  I found a good
way around it is to use comment tags around blocks of MV tags that way you
can still use the WYSIWYG somewhat.
