I have a customer with the same problem, can't figure out how to use
email :)
What I did was remove
[tag mime type application/pgp-encrypted][/tag]
from ord/report.html. The cc is still encrypted separately from the
rest of the order, and it is still a MIME multi-part message but the
type for the attachment is text/plain so it shows up in the body and
he can handle cut and paste'ing it into PGP.

I'm pretty sure most email programs will display text/plain inline, in this
case he's using Netscape and it does. This guy is a *real* computer-phobe
and we haven't had any problems since making this change.
