Cyrillic (8-bit ?!!) database- case INsensitive ??

Thanks to Mike (Heins) who suggest to set
mv_substring_match="yes"
now I can search Cyrillic database... so far so good, but...
The search is always case SENSITIVE even I do NOT set mv_case !
I know this is a locale settings issue so:
1. The user running mvend server has environment variable
LANG=ru_RU.KOI8-R (and THIS locale is proven to be OK for the entire
machine)
2. In catalog.cfg I do NOT specify ANY locale settings (nor do I specify
any locale database)
3. At this moment the [L] [/L] tags doesnt work, but this is obvious,
and I do not worry abt it !
4. At this moment I CAN search cyrillic if and ONLY if
mv_substring_match is set to "yes"
5. However, I can NOT search case In-sensitive (cyrillic only, latin is
ok)
6. Now I set [Mike] as a last line in catalog.cfg
Locale ru_RU default
NO SUCCESS again
7. As a last resort I unsetenv LANG (and any other locale related
variables, MM_CHARSET for example) from the environment - no success
again
What I am doing wrong - my environment is OK (i think), locales are
available, set up and running fine, except in minivend ??
Maybe I must note that my database are in windows-1251 charset, but as
far as I have many perl scripts doing SUCCESSFUL case Insensitive regex
search (you know, =~ /gfhghgfh/i ), I am wondering where I am wrong ??
I'll be honest - I am not a newbie guy, but I'm not a guru, so this list
is my chance to solve my problem.
I don't want to mess with mvend/lib/Vend/*.pm 's :-)
