Not to seem simple, but I bet minivend dosen't have execute permission to
that dir, minivend needs chmod +x /usr/local/httpd/mvend for it to be able
to change into the directory. Possibly other permissions are wrong to.
why /usr/local/httpd/etc/mvend ?
usually /usr/local/minivend..
